Middle Housing Ordinance is Being Pushed Back Through!
Despite widespread opposition to the city doing more than the already extreme Oregon State Bill HB2001, which eliminated
R1 zoning in larger Oregon cities, in May of 2022 the city adopted a Middle Housing Ordinance that made this even worse for residential neighborhoods,
permitting duplexes to fourplexes on smaller lot sizes and building on a higher percentage of the buildable lot, meaning more
trees can be cut down for development.
Local citizens filed an appeal with the Oregon Land Use Board of Appeals to have the city's code amendments remanded because they didn't
conform to Statewide Planning Goals 11 (infrastructure) and Goal 15 (Willamette River Greenway).
The LUBA appeal was rejected at the start of 2023,
but the subsequent citizens filed appeal of LUBA's decision to the Court of the Appeals was won!
So in October of 2023, LUBA remanded the City's
Middle Housing Code Amendments. But now, without the city doing any in depth study to evaluate the
adequacy of public infrastruction and services to support the increased density
related to public objections, they are just going to force it back through!
A public hearing was held on Tuesday, February 20th. If they push this through, it will again be challenged, wasting
more tax payers dollars to fight it! What the new state code requires is already drastic enough! We do not want the quality of
our single family home neighborhoods to continue to be destroyed with more high density development and parking proplems.

decided so there is still time for you to do so too!!
